Legal powers to kick-start waterside development
Specialist legal powers are being used to kick-start a major development in the Northampton Enterprise Zone.
Known as St Peter’s Waterside, the scheme will include a landmark office development, as well as up to 270 new homes. It will be next to the cutting-edge Innovation Centre, which received planning committee approval last month.
To enable the future development, West Northamptonshire Development Corporation has announced the start of a Compulsory Purchase Order - a legal power that allows them to acquire land without the owner’s consent.
It will cover a series of sites stretching from opposite Northampton Railway Station to Carlsberg’s UK Headquarters. Located alongside the River Nene, the land is within the Northampton Enterprise Zone, which aims to rejuvenate a huge area of disused land by offering incentives to companies to invest in the area.
Chris Garden, WNDC’s Director of Regeneration said: “Over recent years, we have been purchasing land in Northampton’s waterside area so it can be redeveloped. The compulsory purchase order will help us complete this process and enable the construction of a landmark office development in future.
“As part of wider plans for the enterprise zone, the St Peter’s Waterside scheme will help us attract new jobs and investment to the area”
Preparations for the CPO will begin this month, and it is due to be formally made in April 2012. It will be followed by a public inquiry and a decision by the Secretary of State later in the year.
The Compulsory Purchase Order is the second that WNDC has commenced in the Northampton Enterprise Zone. In January, the Corporation confirmed that it will prepare a CPO for 40 hectares of brownfield waterside land, including the old Nunn Mills Power Station and a derelict factory owned by Avon Cosmetics.
