CPO to unlock Enterprise Zone site

A Compulsory Purchase Order is being prepared to enable a major mixed-use development in the Northampton Enterprise Zone.

West Northamptonshire Development Corporation has announced the start of a CPO process for the Avon Nunn Mills site, covering around 20 hectares of brownfield land.

The land includes a disused factory owned by Avon Cosmetics and a former power station owned by Taylor Wimpey and Persimmon. The proposed CPO also covers an area of land in unknown ownership, which is required for a 1.6km road through the sites.

Located along the River Nene, the sites are integral to the Northampton Enterprise Zone which stretches across 120 hectares of predominantly Brownfield land. It is led by the South East Midlands Local Enterprise Partnership (SEMLEP), and aims to build on local strengths in advanced technologies, high performance engineering, and low carbon technology.

Chris Garden, WNDC’s Director of Regeneration said: “Avon Nunn Mills is at the forefront of plans to regenerate Northampton’s waterside. Situated next to the River Nene on a key gateway into the town centre, it is an ideal location for high quality commercial and residential development.

“We are using our CPO powers to help unlock the barriers to progress and ensure the site is brought forward as one cohesive mixed-use scheme.”

Development has already taken place in the vicinity, with Avon Cosmetics’ award winning European headquarters opened in 2009, and a new boating marina completed earlier this year.

Progress is being made on the infrastructure necessary to support further development. The Nunn Mills development road was approved by WNDC’s planning committee in August 2011, while work to enhance capacity at a nearby junction was completed in November.

Preparations for the CPO will begin this month, and it is due to be formally made in February. It will be followed by a public inquiry and a decision by the Secretary of State later in the year.
